Regulus Global Accelerates $25 Million Investment in Pretis, Delivering on Promise to Bosnia and Herzegovina

Virginia Beach, VA | December 23, 2025 – To the public and to the people of Bosnia and Herzegovina:

Earlier this year, I wrote publicly about Regulus Global’s decision to invest in the defense manufacturing sector of Bosnia and Herzegovina and about the principles that would guide our presence: long-term commitment, respect for institutions, transparency, and delivery through action. It is important to return to that conversation and provide a clear and direct update on where we stand today.

I am providing an update to confirm that Regulus Global has begun the accelerated execution of a capital investment of approximately 25 million U.S. dollars into Pretis. This phase of investment was originally planned for 2026, but through close cooperation with the Government of the Federation of Bosnia and Herzegovina and relevant institutional partners, this work has been advanced into 2025.

The focus of this investment is practical and measurable. It includes the installation of advanced heat induction and heat treatment systems, an upgraded press capable of supporting the production of multiple large-caliber munitions, and a nosing press designed to improve precision, efficiency, and consistency in manufacturing. These are not symbolic upgrades; they are foundational capabilities that strengthen industrial resilience, product quality, and long-term competitiveness.

From the beginning, I have stated clearly that Regulus Global is not here for short-term gain. We are here to build. Advancing this investment ahead of schedule reflects confidence in the expertise of the local workforce and a belief that Bosnia and Herzegovina’s defense industry deserves sustained, serious development. It also reflects the view that commitments must be demonstrated through execution, not through timelines that continually move forward.

This modernization directly supports skilled employment, knowledge transfer, and the long-term viability of domestic production. At the same time, it contributes to the broader security and supply stability of European and allied partners who rely on dependable, high-quality manufacturing capacity. Strengthening Pretis strengthens more than a single enterprise; it strengthens an entire industrial ecosystem.

Regulus Global continues to operate in full respect of the legal frameworks, regulatory oversight, and institutional responsibilities of the Federation of Bosnia and Herzegovina. Transparency and cooperation remain central to how we work. Scrutiny, dialogue, and accountability are welcomed, because sustainable progress depends on all three.

This investment represents one step in a broader, multi-year commitment. As previously stated, Regulus plans to invest more than 100 million U.S. dollars in Bosnia and Herzegovina’s defense manufacturing sector. What is underway at Pretis today demonstrates how that commitment is being translated into concrete action.

Trust is not created through statements alone. It is earned through consistency, follow-through, and respect for the people and institutions of the country in which you invest. That is the standard I hold myself to, and it is the standard Regulus Global will continue to uphold.
