Joe Wallis Chief Executive Officer
As Chief Executive Officer, Joe oversees revenue generation, program management, operations, and human resources, driving organizational efficiency and profitability. Joe served in the U.S. Navy for nearly 34 years, retiring as a Chief Warrant Officer Five (CWO5) in 2022. Joe’s extensive operational experience, including his time as Operations Officer at Underwater Construction Team ONE, equips him to see unique solutions to complex battlefield challenges.

As Chief Operating Officer, Rick oversees global operations, focusing on delivering products and services to foreign and domestic customers. Before joining Regulus, Rick amassed over a decade of experience in IT enterprise transformations and program management. His executive leadership and expertise in program management ensure the seamless integration of Regulus’s initiatives across kinetic systems, healthcare, humanitarian, expeditionary, and technical operations sectors.
